California Utility Allowance Calculator (CUAC)

If you build low income housing and apply for Low Income Housing Tax Credits (LIHTC), ConSol's engineering team can analyze your project using the California Energy Commission’s California Utility Allowance Calculator (CUAC) to estimate tenant-paid utilities. The CUAC gives a more accurate estimation of the tenants’ utility costs than the Utility Allowance Schedule generally used. A reduction in utility allowances versus comparable Public Housing Authority (PHA) Utility Allowance Tables will allow existing properties to improve monthly net operating income and use of CUAC in design phase will improve new project application feasibility and tiebreaker potential.


  • Analyze and energy modeling of LIHTC projects using IRS and California Energy Commission certified building modeling software
  • Calculate project-specific utility allowances for low income housing tax credit projects
  • Provide required CUAC reporting and documentation including
    • Submittal summary form with estimated average monthly utility costs by apartment configuration 
    • Plan check sheet that lists all the inputs and calculated results
